Editors say attorney general to change investigations

WASHINGTON (Reuters) - U.S. Attorney General Eric Holder told media editors on Thursday that he would change the way the Justice Department handles investigations that involve reporters and not repeat searches that have raised concerns about freedom of the press, the editors said.

After a meeting that other media outlets boycotted because of its secrecy, the editors who did attend said they were encouraged by officials' expressions of regret, though one said the Justice Department still has a long way to go to understand how journalists work.

"There was a commitment to change the department's guidelines for handling cases such as these and a renewed commitment to support a federal shield law for journalists," said Gerald Seib, Washington bureau chief of The Wall Street Journal.

Despite the meeting's status as "off the record," meaning its contents could not be recorded or reported, three of the five journalists who attended spoke afterward to reporters outside the Justice Department's headquarters.

The talks followed a decision by President Barack Obama's administration to search the email and phone records of Fox News, and the phone records of the Associated Press, as part of investigations into leaks of secret government information.

The seizure of records without advance notice, and an FBI agent's description of Fox News reporter James Rosen as a potential criminal co-conspirator under an espionage law, led to an outcry from journalists and advocates of free speech and prompted new calls for a federal law protecting reporters' work.

That led to a debate in Washington over how the government is balancing the need for national security with privacy rights.

Along with a separate furor over the Internal Revenue Service's targeting of conservative political groups for extra scrutiny, it has stoked fears of excessive government intrusion under Obama.

At Obama's direction, Holder is taking 45 days to review the Justice Department's investigative rules. Many date from before email was in common use and the review is to include meetings with journalists, lawyers and law enforcement officials.

"There were plenty of indications they are unhappy and regretful that it's gotten to this point," Seib said.

OPENING GAMBIT

James Warren, Washington bureau chief of the New York Daily News, said Holder and his staff seem bound for "an anthropological foray, to find out a little bit more than they seemed to understand about the way we all operate on a daily basis." He called the meeting "an opening gambit."

Others who attended were New Yorker contributor Jane Mayer, Politico Editor-in-Chief John Harris and Martin Baron, executive editor of The Washington Post.

With Holder were Deputy Attorney General James Cole, who authorized the seizure of the Associated Press phone records, and seven staff members, according to a department list.

Several news organizations, including Reuters, CNN, The New York Times and the Associated Press, rejected offers to meet Holder on the "off-the-record" terms.

"We would welcome the opportunity to hear the attorney general's explanation for the Department of Justice's handling of subpoenas to journalists, and his thoughts about improving the protections afforded to media organizations in responding to government investigations, but believe firmly that his comments should be for publication," said Reuters spokeswoman Barb Burg.

Baron said the meeting was a constructive opportunity to share views at the highest levels of the Justice Department.

"We expressed our concerns that reporters felt some fear for doing their jobs - that they were concerned about using their email and concerned about using their office telephones, and that we need to have the freedom to do our jobs," he said.

Representatives of other media companies have been invited to more meetings with Holder on Friday.

NPR executive Kinsey Wilson said a senior news executive and in-house lawyer will go instead of an editor "because we did not feel it was appropriate for our journalists to hold off-the-record discussions with the attorney general on a subject in which we have a direct interest."

Bloomberg News said it would attend. A spokesman for ABC News said it would attend but would "press for that conversation to be put on the record."

Television networks Fox News, CNN, CBS and NBC, as well as online news group The Huffington Post, said they would not attend.

At least two recent leak investigations involved the seizure of media records: one prompted by a Rosen Fox News story that described the thinking of U.S. intelligence officials about North Korea, and one about Associated Press stories that the government said compromised a covert agent helping U.S. forces against al Qaeda in Yemen.

Holder personally authorized the searches of Fox News records, while his deputy, Cole, authorized the search of Associated Press records. Justice Department guidelines allow searches under rare circumstances, usually with notice to the news organization affected.

In the UK, a debate is raging over whether the government should introduce press controls and make it easier to snoop on individuals, or if that would do more harm than good.

Liberal Democrat leader Nick Clegg warned against banning radical preachers from television, which he said would backfire, and used a regular radio phone-in to criticize attempts by Home Secretary Theresa May to revive a controversial bill that would allow police and spy agencies access to details of individual's Internet use.

The so-called "snoopers? charter," previously dropped in the face of opposition from the Liberal Democrats, was among a package of measures which included censorship of websites and a reduced threshold for proscribing extremist groups. Secretary May?s promise to carry out a deep review of Prevent, the government strategy to combat radicalization, is triggering a broader debate over how young Muslims and others can be identified and deterred from going down pathways that could lead them towards violence.

Though Prevent was introduced in 2007 by the Labour government, there have been signs in recent years that police-led tactics have been prioritized over community initiatives involving out-reach to youngsters and work with recently released prisoners. An example of the former is the Channel program, which is run by the police but asks teachers, parents, and other community figures to be vigilant.

?The government has run into trouble in terms of what kind of people it should be working with,? says Professor Andrew Silke, who studies terrorism at the University of East London and has worked with the government and law enforcement agencies. "Should it, for example, engage with former radicals, people who have been convicted of offenses and say they have come out and are reformed? There has been a recent shift to say they are not going to work with someone if they have radical views, even if they are completely peaceful.?

?You can sense there has been a real cooling in terms of the temperature and support for some of the initiatives that got funding in the early days,? he says.

Radicalization risk?

May, who says that thousands of people are potentially at risk of being radicalized in the UK, has also raised the prospect of preventing radical preachers and leaders of tiny extremist groups from appearing on television ? a move similar to the 1980s and '90s ban on radio and television appearances by spokespeople from the Irish Republican Army's (IRA) political wing.

"One of the issues we need to look at is whether we have got the right processes, the right rules, in place in relation to what is being beamed into people's homes,? she told the BBC last week.

However, figures from the opposition Labour Party warn that she is in danger of not learning from mistakes made while it was in power.

John Denham, who was involved in overseeing the running of Prevent while he was a minister in the last government, wrote in an article for the Guardian on Wednesday: ?Reducing the number of potential extremist sympathisers is only partly about winning ideological arguments: crucially we need to give stake, voice and status to the vulnerable and alienated. This means engaging them, not rejecting them."

Whatever change of course is heralded by events in Woolwich, scholars such as Professor Silke argue that more needs to done to measure what actually works in terms of combating radicalization.

?Prevent is an area where, if you actually look at what has been done and spent, there are a lot of initiatives that sound like they should be good. But when you ask people what is the impact of this and ask them what has been achieved they are not able to give you facts and figures," he says.

When Judith Hill failed to make it to the Top 6 on "The Voice," coach Adam Levine looked as though he just couldn't understand how it was possible. Now, two days later, even the former front-runner can't quite explain it.

"I don?t know what happened," Hill confessed during a Thursday morning visit to TODAY. "I keep scratching my head, like, 'What could it have been?' Maybe the song ('#thatPower') was too new, and it wasn't familiar to people. They didn't recognize it or something. You know, there's a lot of different reasons why ... I'm still figuring it out."

But now that the elimination -- which Hill compared to "The Hunger Games" -- is over, she's put the questions behind her.

"I just felt like I did my best, and I really enjoyed my time," she said.

It was Levine who helped her and fellow ousted singer Sarah Simmons put things in perspective.

"He reminded me that it's a game show," Hill explained. "He's like, 'You guys are so talented, and don't let this stop you. You've got a bright future ahead of you.' "

It's a future Hill is looking forward to.

"This was an amazing jump-start for me," she said of her time on "The Voice." "I'm so thrilled to have that opportunity, and I can't wait to continue on."

Asia stocks gain amid modest Nikkei recovery

BANGKOK (AP) ? Investors seeking bargains helped push Japan's benchmark stock index higher Tuesday after a sharp sell-off the day before. Other Asian markets registered relief with slight gains.

The Nikkei has been on a rollercoaster ride since last Thursday, when it plummeted more than 7 percent after interest rates on the country's benchmark 10-year bond spiked to above 1 percent for the first time in a year. The swing in Japanese bonds unnerved investors at a time when Japan's already overburdened government finances are vulnerable to rises in interest rates.

Overall, however, the index has soared 37 percent this year, a show of investor support for Prime Minister Shinzo Abe and his aggressive policies aimed at reversing years of economic malaise and deflation.

The Nikkei 225 index rose 1.7 percent to 14,384.67 as the yen slipped against the dollar; the benchmark fell 3 percent on Tuesday. Hong Kong's Hang Seng rose 0.1 percent to 22,717.86. South Korea's Kospi gained 0.4 percent to 1,986.14. Australia's S&P/ASX 200 advanced 0.3 percent to 4,975.50.

"It seems there is not too much momentum, but maybe some traders are doing some bargain hunting," said Linus Yip, strategist at First Shanghai Securities in Hong Kong.

Investors were also awaiting the release later Tuesday of data on U.S. consumer confidence and home prices. The data will be scrutinized for how it might influence the Fed, which is undertaking its third round of aggressive bond-buying to help the economy. Speculation that the U.S. central bank might scale back the program based on a recent improvement in some economic indicators has sparked jitters in stock markets.

"The next move of the Federal Reserve is still the question for most investors," said Yip.

The consumer confidence data will highlight the ongoing improvement in sentiment driven by both equity and housing wealth gains, said Mitul Kotecha of Credit Agricole CIB in Hong Kong in a market commentary. "In the debate about early Fed tapering the confidence data will err on the side reducing Fed asset purchases sooner rather than later."

Among individual stocks, Hong Kong-listed Fosun International jumped 3.6 percent, a day after the Shanghai-based investment company announced a proposal to buy out Club Mediterranee. Fosun and Axa Private Equity of France said Monday they would make an offer for the French vacation sort operator in the coming days. The two companies are Club Med's largest shareholders.

Mitsubishi Motors jumped more than 14 percent, a day after the company announced the opening of its first after-sales service shop in Myanmar, Kyodo News reported.

In European trading Monday, both Germany's DAX and France's CAC-40 closed higher. European Central Bank board member Joerg Asmussen pledged in a speech in Berlin that the bank would continue to pursue easy monetary policy "as long as necessary" due to the region's recession. Stocks in the U.S. and Britain were closed Monday for public holidays.

Benchmark oil for July delivery was down 42 cents to $93.73 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 10 cents to close at $94.15 per barrel on the Nymex on Friday.

In currencies, the euro fell to $1.2915 from $1.2934 late Monday in Europe. The dollar rose to 102 yen from 100.99.

(AP) ? Cuban authorities said Tuesday that they will begin offering public Internet access at more than 100 cyber-salons across the island, though home Web service remains greatly restricted.

Starting June 4, people can sign up with state telecom Etecsa for temporary or permanent accounts to use one of the 118 centers, according to a measure enacted with its publication in the government's Official Gazette.

"New areas for (Internet) navigation will gradually be incorporated," official newspaper Juventud Rebelde reported.

Until now, the Internet has been limited to places such as tourist hotels that charge $8 an hour for creaky Wi-Fi, foreign-run companies and some sectors of Cuban business and government. Residential dial-up accounts are rare and restricted.

According to government statistics, only 2.9 percent of Cubans said they had access to the Worldwide Web ? though outside observers put the likely figure at 5 to 10 percent, taking underreporting into account.

About 16 percent were able to go partway online via a domestic Intranet and email, often through workplace or school hookups or places such as computer clubs and post offices.

"Great! I knew this was coming," said Camila Delgado, a 44-year-old shop worker in Havana, though she added that "there's still a ways to go to be like everywhere else on the planet. We don't have access at home and the prices are prohibitive."

Indeed, some scoffed at the new cyber-centers' price tag of $4.50 an hour, a stiff fee for islanders whose state salaries average about $20 per month plus an array of subsidized goods and services.

"It's a real bargain," snarked a user on state news website Cuba Si who gave the name Osvaldo Ulloa. "I mean, I work for a week and then I can get online for hour ? fabulous."

Even for those who are already able to access the wider Internet, some sites are censored for things including pornography or politically objectionable content. It was not clear whether the new service will block such pages, and neither the Gazette nor Juventud Rebelde mentioned the issue.

The Internet is a highly politicized issue on the island, with critics pointing to restrictions as an example of infringement upon freedom.

Authorities say that the limitations are due more to technical reasons and that Cuba has the obligation to prioritize its limited capacity for things that benefit the public good, such as research and work centers or universities.

Earlier this year, Cuba began sending and receiving data traffic through a fiber-optic cable strung from Venezuela in 2011 that provided the island's first hard-wired Internet connection to the outside world.

Expanding connectivity options for Cubans "is consistent with Cuba's stated strategy of continuing to facilitate more and more access to new technologies, depending on the availability of resources and with a focus that favors social use," Juventud Rebelde said.

The paper added that the new service is possible thanks to the Venezuela cable.

Scientists at the University of Liverpool and Callaghan Innovation in New Zealand have developed a new chemical approach to help harness the natural ability of complex sugars to treat Alzheimer's disease.

The team used a new chemical method to produce a library of sugars, called heparan sulphates, which are known to control the formation of the proteins in the brain that cause memory loss.

Heparan sulphates are found in nearly every cell of the body, and are similar to the natural blood-thinning drug, heparin. Now scientists have discovered how to produce them chemically in the lab, and found that some of these sugars can inhibit an enzyme that creates small proteins in the brain.

These proteins, called amyloid, disrupt the normal function of cells leading to the progressive memory loss that is characteristic of Alzheimer's disease.

Professor Jerry Turnbull, from the University's Institute of Integrative Biology, said: "We are targeting an enzyme, called BACE, which is responsible for creating the amyloid protein. The amyloid builds up in the brain in Alzheimer's disease and causes damage. BACE has proved to be a difficult enzyme to block despite lots of efforts by drug companies."

"We are using a new approach, harnessing the natural ability of sugars, based on the blood-thinning drug heparin, to block the action of BACE."

Dr Peter Tyler, from Callaghan Innovation, added: "We have developed new chemical methods that have allowed us to make the largest set of these sugars produced to date. These new compounds will now be tested to identify those with the best activity and fewest possible side effects, as these have potential for development into a drug treatment that targets the underlying cause of this disease."

There are more than 800,000 people in the UK, and 50,000 in New Zealand living with dementia. Over half of these have Alzheimer's disease, the most common cause of dementia. The cost of these diseases to the UK economy stands at 23 billion, more than the cost of cancer and heart disease combined. Current treatments for dementia can help with symptoms, but there are no drugs available that can slow or stop the underlying disease.

Oldest To Climb Mount Everest Yuichiro Miura Says No More Climbing Highest Peak

KATMANDU, Nepal ? The oldest person to climb Mount Everest said Sunday that he won't make any further attempts to scale the world's highest peak ? even though his new record may soon be in jeopardy.

"I think three times is enough," Yuichiro Miura, who reached the top of Everest at the age of 80 last week, told reporters. "At this point I could not think of anything but rest."

A brief improvement in weather conditions allowed Miura, a Japanese former extreme skier, to fly by helicopter from Everest to Katmandu, Nepal's capital, on Sunday, three days after he scaled Everest's 8,850-meter (29,035-foot) peak. He had initially planned to leave the mountain on Saturday, but poor weather conditions forced the cancellation of the helicopter flight.

Meanwhile, Miura's 81-year-old rival, Nepalese climber Min Bahadur Sherchan, was at Everest's base camp preparing to attempt to regain his title as the oldest to conquer the mountain. Sherchan held the record for five years until Miura snatched the title.

"I hope his success is good news. I wish him best of luck," Miura said in Japanese, with his son Gota, 43, who reached the top of Everest with his father last week, serving as his interpreter.

Miura, however, insisted that Sherchan back up any claim of scaling Everest's peak with clear photographs of the climber showing his face at the summit.

It is not clear whether Sherchan has any sophisticated camera with him that would work at the highest altitude on earth and take high-resolution photographs.

Sherchan was already struggling with finances, with Nepal's government agreeing last week to only $11,200 in aid. While receiving that amount allows him to climb, it likely is not enough to cover the type of support and high-tech equipment that Miura had.

Miura had climbed Everest in May 2008 at age 75, but Sherchan did the same a day earlier at 76.

Miura conquered the mountain last week despite undergoing heart surgery in January for an irregular heartbeat, or arrhythmia, his fourth heart operation since 2007. He also broke his pelvis and left thigh bone in a 2009 skiing accident.

Miura became famous when he was a young man as a daredevil speed skier.

Americans gathered at memorials, museums and monuments and the president laid a wreath at Arlington National Cemetery to honor fallen service members on Memorial Day, as combat in Afghanistan approaches 12 years and the ranks of World War II veterans dwindle.

"Let us not forget as we gather here today that our nation is still at war," President Barack Obama said after laying a wreath at the Tomb of the Unknowns.

"When they give their lives, they are still being laid to rest in cemeteries in quiet corners across our country, including here in Arlington," he said. He told the stories of three soldiers who had died. Each had been devoted to their mission and were praised by others for saving lives.

Earlier in the morning, he and first lady Michelle Obama hosted a breakfast at the White House with "Gold Star" families of service members who have been killed.

Another wreath-laying ceremony was at Franklin D. Roosevelt Four Freedoms Park on the southern tip of Roosevelt Island in New York City. The park is a tribute to President Roosevelt's famous speech calling for all people to enjoy freedom of speech, freedom of worship, freedom from want and freedom from fear.

Mayor Michael Bloomberg joined military leaders and others at the Soldiers' and Sailors' Monument in Manhattan. He later encouraged New Yorkers to celebrate the day and the good weather but also "remember the sacrifice that was made so that we could be here."

At the National World War II Museum in New Orleans, about 20 bicyclists clustered around veteran and museum volunteer Tom Blakey. The paratrooper in the 82nd Airborne Division jumped at Normandy on D-Day ? June 6, 1944 ? and in May 1945 helped liberate the work camp at Wobbelin in northwest Germany.

"Most of us wondered why we were there, killing people and being killed," he said. "We didn't do anything to deserve it. When we got to that camp and saw what was there, the lights came on."

The cycling group makes regular weekend training runs, and on Monday started a Memorial Day ride about seven miles away at the national cemetery in Chalmette, where the Battle of New Orleans ? the last in the War of 1812 ? was fought.

"I'm glad I took this ride to hear a personal story," Scott Gumina, 41, said. "Hearing one man's account of his personal experience was pretty impressive to me."

In South Sioux City, Neb., a statue honoring a Navy dog handler was unveiled in his hometown. The statue of John Douangdara (dwung-DEHR'-ah) and his dog, Bart, is part of a five-acre dog park that's named for Douangdara. Petty Officer 1st Class Douangdara died along with 29 other Americans in August 2011 when a military helicopter was shot down in Afghanistan.

Across much of New England, several days of heavy rain gave way to sunny skies for parades in towns large and small.

In Portland, Maine, kids and even pets displayed the Stars and Stripes as veterans, youth groups law enforcement officials and civic organizations paraded to Monument Square to the tunes of a marching band, sirens from a police car and the rumble of motorcycles.

"It's a very important day, not only for the Veteran of Foreign Wars but every veteran organization, every branch of the service, and every patriot in general ? every American. This day is hugely significant and should never be forgotten," said David Olson, 66, of Portland, the VFW's state senior vice commander.

For some veterans, it was a somber event.

Richard Traiser, a Marine injured when his tank came under attack in Vietnam, helped deliver a three-volley salute with the Marine Corps League.

Memorial Day gives those who served an opportunity to get together and remember friends who didn't make it.

"I think about them a lot, especially the people I lost in my platoon," Traiser said. "I don't dwell on it in a morbid way, but it's on your mind."

In Connecticut, a Waterford man who was killed in the Vietnam War was honored with a hometown park area named for him. Arnold E. Holm Jr., nicknamed "Dusty," was killed when his helicopter was shot down on June 11, 1972.

In suburban Boston, veterans gathered in a park to mark Memorial Day this year rather than hold a parade because of failing health and dwindling numbers. The city of Beverly called off its parade because so few veterans would be able to march. The parade has been a fixture in the town since the Civil War.

In Atlanta, a dedication of the History Center's redone Veterans Park was scheduled for early evening. Soil from major battlefields will be scattered by veterans around the park's flagpole.

The holiday weekend also marked the traditional start of the U.S. vacation season. AAA, one of the nation's largest leisure travel agencies, expected 31.2 million Americans to hit the road over the weekend, virtually the same number as last year. Gas prices were about the same as last year, up 1 cent to a national average of $3.65 a gallon Friday.

At the American Airpower Museum on Long Island, N.Y., a program honored Women Air Service Pilots, or WASPs, who tested and ferried completed aircraft from factories to bases during World War II. Thirty-eight died during the war, including Alice Lovejoy of Scarsdale, N.Y., who was killed on Sept. 13, 1944, in a midair collision over Texas.

"It's very important that we recognize not only their contribution to American history, but women's history," said Julia Lauria-Blum, curator of the WASP exhibit at the museum. "These women really blazed a path; they were pioneers for women's aviation. And most important, they gave their lives serving their country and must be honored like anyone else on Memorial Day."

(AP) ? Tony Kanaan and Marco Andretti charged to the front during a wild first half of the Indianapolis 500 on Sunday, both trying to win at a place that has caused plenty of heartache.

Kanaan quickly moved through the field from the outside of the fourth row in his bid to finally win at the Brickyard. The Brazilian had led 225 laps coming into the race, more than any other non-winner besides Michael Andretti and Rex Mays, yet has never taken the checkered flag.

He finished second in 2004 and has twice finished third.

Marco Andretti started on the outside of the front row and spent the first 29 laps playing leapfrog with Kanaan as the standard-bearer for his family bids to end the "Andretti Curse." The family hasn't captured the fabled Memorial Day weekend race since his grandfather, Mario, won in 1969. Michael Andretti has been to Victory Lane twice as a team owner with the late Dan Wheldon in 2005 and Dario Franchitti in 2007, but never won the race as a driver.

Marco Andretti was second in 2006 in the second-closest finish in the race's history.

Franchitti, the defending race winner, and Helio Castroneves began the day in pursuit of their fourth victory. Only A.J. Foyt, Rick Mears and Al Unser have won the Indy 500 four times.

As the race reached the halfway mark, Team Penske roared to the front.

Will Power spent a stint in the lead before teammate A.J. Allmendinger, making his Indy 500 debut, picked his way through the field before falling back because of a problem with his safety belts. Allmendinger is a former open-wheel star who spent time in NASCAR before losing his ride after a failed drug test. He was given a second chance in the Indianapolis 500 by Roger Penske ? the same Sprint Cup team owner who had fired him.

Allmendinger was cheered on by Sprint Cup champ Brad Keselowski, who was on hand to support his boss's teams before catching a quick flight to Charlotte for Sunday night's Coca-Cola 600.

"I want to experience the IndyCar life here and see what it's all about and how this race plays out," Keselowski said. "I'm really excited to be here. This is my first Indy 500. I'm here soaking in one of the biggest races of the year with one of the best guys here, Roger Penske.'

The race began with a chill in the air ? the temperature was 62 degrees, not much warmer than the coldest race in history (58, 1992). Thousands of fans who piled into the historic track were bundled up against a stiff breeze that swirled down the front straightaway, and many arrived late, some blaming new security measures put in place after the Boston Marathon bombings.

Several drivers said the colder weather could produce more speed ? and more crashes. And it didn't take long for the first caution flag to come out.

J.R Hildebrand lost control in Turn 1 and slid into the outside wall. His car continued down the short chute before coming to a rest, where he climbed out of it without any injuries. It was Hildebrand who crashed on the final lap while leading two years ago.

"Just got a little loose in the middle of the corner, and I sort of got caught and spun around," Hildebrand said. "We felt like we had a car that could run at the front."

Most of the field had made its first pit stop when the second caution came out for Sebastian Saavedra, the 22-year-old Colombian driver for Dragon Racing.

The race resumed with pole sitter Ed Carpenter back at the front, though he also had a scare under caution. Carpenter was swerving back and forth to keep his tires warm when his car dived to the left, crossed through the grass in the corner and safely back onto the track.

Takuma Sato, who crashed while trying to pass for the lead on the final lap a year ago, also spun out exiting Turn 2. He managed to keep his A.J. Foyt Racing car out of the wall, though, and was able to stay on the lead lap when the race resumed.

Graham Rahal and teammate James Jakes were fined $10,000 for violating a rule that governs the way drivers blend back into the pack when they exit pit lane. Jakes was later assessed a drive-through penalty for a pit safety violation.

New York claims more proof of bank mortgage abuses

NEW YORK (Reuters) - New York Attorney General Eric Schneiderman said there is mounting evidence that Bank of America Corp , Wells Fargo and Co and other banks violated the terms of a settlement designed to end mortgage servicing abuses.

Schneiderman - who has said he plans to sue Bank of America and Wells Fargo for failing to live up to their obligations under the deal - said other states had found similar problems.

"Several other states have identified similar recurring deficiencies by the participating servicers," Schneiderman said in a letter dated May 23 to the monitor for the settlement, former North Carolina Banking Commissioner Joseph Smith. The letter was obtained by Reuters on Friday.

The $25 billion settlement was brokered last year between five banks and 49 state attorneys general. The other banks are JPMorgan Chase & Co , Citigroup Inc , and Ally Financial Inc . The banks agreed to provide relief to homeowners and comply with a set of servicing standards to atone for foreclosure misconduct.

In his letter, Schneiderman did not identify which other states had provided evidence of banks failing to abide by the settlement. Nor did he identify the banks with recurring deficiencies.

He said receipt of his letter to Smith and a concurrent one to a monitoring committee would start the clock on a waiting period before lawsuits could be filed against the banks. The settlement authorizes the monitor to first work with a mortgage servicer to correct any potential violations and sue if the servicer does not fix the errors.

Schneiderman said on May 6 he planned to sue Bank of America and Wells Fargo after the waiting period was over, although he did not mention the possibility of a lawsuit in Thursday's letter.

At the time, Schneiderman said that, since last October, his office had documented 339 violations of standards - 210 by Wells Fargo and 129 by Bank of America - dictating the timeline for banks to process mortgage modification applications.

In Thursday's letter, Schneiderman said the violations reveal the two banks "are engaging in much of the same misconduct that precipitated the National Mortgage Settlement."

Smith said in a statement Friday he would review the violations Schneiderman shared. He also said he will issue a report on the banks' compliance in June. "I intend to use the full breadth of my power under the settlement to hold the banks accountable," he said.

North Carolina Attorney General Roy Cooper, who is on the monitoring committee, said in a conference call on Tuesday that some banks have "fallen short" of complying with servicing standards. He did not name any banks.

In Thursday's letter, Schneiderman said there had been "inordinate delays" in reviewing loan modification applications at Wells Fargo, so applicants had to resubmit documents.

He cited evidence of piecemeal requests for additional documents in one modification application at Bank of America, and said more than three months passed without a request for more information or a decision on another application.

Bank of America has said it did not commit any violations, and that it has provided more relief under the settlement than any other servicer. Wells Fargo has said it was committed to abiding by the settlement.

Citibank said on Friday it remains committed to fulfilling the terms of the settlement. JPMorgan spokesman Tom Kelly declined to comment. Ally said its bankrupt mortgage subsidiary Residential Capital is responsible for the settlement. A spokesperson for ResCap could not immediately be reached for comment.

On Tuesday, Smith reported that the five banks in the settlement had distributed $50 billion in direct relief to over 620,000 homeowners as part of the settlement.

Research effort deep underground could sort out cosmic-scale mysteries

May 24, 2013 ? The Department of Energy's Oak Ridge National Laboratory has begun delivery of germanium-76 detectors to an underground laboratory in South Dakota in a team research effort that might explain the puzzling imbalance between matter and antimatter generated by the Big Bang.

"It might explain why we're here at all," said David Radford, who oversees specific ORNL activities in the Majorana Demonstrator research effort. "It could help explain why the matter that we are made of exists."

Radford, a researcher in ORNL's Physics Division and an expert in germanium detectors, has been delivering germanium-76 to Sanford Underground Research Laboratory (SURF) in Lead, S.D., for the project. After navigating a Valentine's Day blizzard on the first two-day drive from Oak Ridge, Radford made a second delivery in March.

ORNL serves as the lead laboratory for the Majorana Demonstrator research effort, a collaboration of research institutions representing the United States, Russia, Japan and Canada. The project is managed by the University of North Carolina's Prof. John Wilkerson, who also has a joint faculty appointment with ORNL.

Research at SURF is being conducted 4,850 feet beneath Earth's surface with the intention of building a 40-kilogram germanium detector, capable of detecting the theorized neutrinoless double beta decay. Detection might help to explain the matter-antimatter imbalance.

Before the detection of the unobserved decay can begin, however, the germanium must first be processed, refined and enriched. Radford coordinated the multistep process, which includes an essential pit stop in Oak Ridge.

The 42.5 kilograms of 86-percent enriched white germanium oxide powder required for the project is valued at $4 million and was transported from a Russian enrichment facility to a secure underground ORNL facility in a specially designed container. The container's special shielding and underground storage limited exposure of the germanium to cosmic rays.

Without such preventative measures, Radford says, "Cosmic rays transmute germanium atoms into long-lived radioactive atoms, at the rate of about two atoms per day per kilogram of germanium. Even those two atoms a day will add to the background in our experiment. So we use underground storage to reduce the exposure to cosmic rays by a factor of 100."

The germanium must further undergo a reduction and purification process at two Oak Ridge companies, Electrochemical Systems, Inc. (ESI) and Advanced Measurement Technology (AMETEK), before being moved to its final destination in South Dakota. ESI works to reduce the powdered germanium oxide to metal germanium bars. ORTEC, a division of AMETEK, further purifies the bars, using the material to grow large single crystals of germanium, and turning those into one-kilogram cylindrical germanium detectors that will be used in the Demonstrator. Once they leave AMETEK, Radford and his team transport the detectors to SURF.

The enrichment process is lengthy. The Majorana Demonstrator project began the partnership with ESI four years ago. To date, ORNL has delivered -- via Radford's two trips -- nine of the enriched detectors, which are valued at about $2 million including the original cost of the enriched germanium oxide powder.

Requiring a total of 30 enriched detectors, the Majorana Demonstrator is not expected to be fully complete and operational until 2015.

Those involved in the Majorana research effort believe its completion and anticipated results will help pave the way for a next-generation detector using germanium-76 with unprecedented sensitivity. The future one-ton detector will help to determine the ratio and masses of conserved and annihilated lepton particles that are theorized to cause the initial imbalance of matter and antimatter from the Big Bang.

"The research effort is the first major step towards building a one-ton detector -- a potentially Nobel-Prize-worthy project," Radford says.

ORNL's partner institutions in the Majorana Demonstration Project are Black Hills State University, Duke University, Institute for Theoretical and Experimental Physics (Russia), Joint Institute for Nuclear Research (Russia), Los Alamos National Laboratory, Lawrence Berkeley National Laboratory, North Carolina State University, Osaka (Japan) University, Pacific Northwest National Laboratory, South Dakota School of Mines and Technology, Triangle Universities Nuclear Laboratory, Centre for Particle Physics (Canada), University of Chicago, University of North Carolina, University of South Carolina, University of South Dakota, University of Tennessee and the Center for Experimental Nuclear Physics and Astrophysics.

The Majorana Demonstrator research project is funded by the National Science Foundation and the Department of Energy's Office of Nuclear Physics.

Quebecer Pilote wins at Cannes - Montreal Gazette

MONTREAL - Well we'll found out Sunday if Montreal filmmaker Chlo? Robichaud's Sarah pr?f?re la course ends up winning the Camera d'or as best first film at the Cannes Film Festival. But the other Quebec film at Cannes has already snared a prize.

S?bastien Pilote's Le D?mant?lement has won the Soci?t? des auteurs et compositeurs dramatiques (SACD) prize in La Semaine de la Critique. The award is chosen from the films in this section of the Cannes fest and is chosen by a jury made-up-of filmmaker members of the SACD board of directors.

Le D?mant?lement has already done well on the sales market at Cannes. It has been sold to Sophie Dulac Distribution for France, Cineworx for Switzerland, Hollywood Distribution for Greece, and Teleview for Middle East.

The second feature from Pilote - who made quite the impression with his debut, Le Vendeur - tells the story of Gaby (Gabriel Arcand), a sheep farmer who decides to sell his farm when one of his daughters runs into financial difficulty. It also stars Sophie Desmarais. Like Le Vendeur, the film is written and directed by Pilote. It's set to be released here in the fall.

This Ad Gets Eaten Away By Bugs To Show the Dangers Of Crack Cocaine

In an attempt to illustrate the harmful effects of using crack cocaine, Talent, a Brazilian ad agency, created a series of posters featuring images of people living with addictions that are slowly eaten away and destroyed by Flour beetle larvae?or mealworms.

The posters were actually made of thin sheets of dough instead of paper, to encourage the larvae to thoroughly consume them. And the results are incredibly unsettling, particularly as portions of the faces are eaten away leaving what looks like scars and other signs of physical wear and tear. The ads were run in an area of Sao Paolo known for its crack use, but maybe they should have run the ad in Toronto as well?

American International Group Traders Eye Support | Options ...

American International Group Inc. (NYSE:AIG) is trading roughly 0.9% higher today, extending its lead north of the $44 mark. This underfoot layer emerged as support since early May, and one group of speculators is betting on the level to continue to serve as a foothold through week's end.

Jumping right in... Roughly 2,100 contracts have traded at the weekly 5/24 44-strike put for a volume-weighted average price (VWAP) of $0.15. Almost all of these out-of-the-money puts have gone off at the bid price, and volume is outstripping open interest -- pointing to sell-to-open activity. Ideally, AIG will remain north of $44 by the close on Friday -- the stock is currently trading at $44.30 --allowing the options to expire worthless, and the speculators to keep the initial net credit, which is also the maximum reward on the play.

This tendency to bet neutral-to-bullishly on AIG isn't a new concept, per data from the International Securities Exchange (ISE), Chicago Board Options Exchange (CBOE), and NASDAQ OMX PHLX (PHLX). During the past 10 sessions, traders on these exchanges have sold to open 32,685 puts. By comparison, 21,822 puts have been bought to open.

Option traders have been increasing their bullish presence toward American International Group in the traditional sense, as well. Specifically, the stock's 50-day call/put volume ratio at the ISE, CBOE, and PHLX sits at 2.86, versus its month-ago reading of 2.17. What's more, the current ratio ranks in the 74th percentile of its annual range, indicating calls have been bought to open over puts at an accelerated clip in recent months.

This bullishly skewed bias is understandable when looking at AIG's technical backdrop. For starters, the stock has outperformed the broader S&P 500 Index (INDEXSP:.INX) by nearly 10 percentage points throughout the past 40 sessions, and has tacked on an impressive 28.4% year-to-date. Plus, in addition to the aforementioned $44 mark, the equity's 10-day moving average has provided a floor for the most recent string of consolidation attempts. This longer-term layer of support has given American International Group a lift higher since late April.

While there isn't much mystery in the new version for anyone who has used both Mailbox and other iPad email clients before, power users should appreciate seeing full messages while they swipe away at their inbox.
