Anti-rape video in response to Steubenville trial coverage goes viral

A University of Oregon film student felt compelled to respond to some of the issues surrounding the Steubenville rape case -- and has 1.3 million views on YouTube.

Samantha Stendal, 19, directed ?A Needed Response? and addressed to ?the Stuebenville rapists ? or any rapists out there,? in order to show the world how real mean treat women.


"It is horrifying to me that some people can say that people deserve rape when they are passed out," said Stendal to the NY Daily News.

In Stendal?s 26-second long video, a woman (Kelsey Jones) pretends to be passed out and a man (Justin Gotchall) gets her some water and places a pillow under her head. Then he faces the camera and says ?real men treat women with respect.?

"I was studying for my finals and on the side I was reading about the Steubenville rape case. I grew very frustrated with the media," Stendal told NBC News Tuesday. "That's when I came up with the idea for this video."

Gotchall, who is a philosophy major, added, "After we saw the media coverage of the Steubenville rape cases we just had to do this."

"I think this video is powerful in its simplicity," Desertra87 posted as a comment on YouTube. After only being up only four days, the video already has more than 4,000 comments and over a million views.

Last week, Steubenville High School football players Trent Mays and Ma?lik Richmond were convicted of raping a 16-year-old girl at a raucous house party in the small Ohio town.

The story had already made headlines because of the issues surrounding the case like social media harassment, and teenage partying one wild. But media coverage following the convictions generated even more controversy and angered many when some reporters seemed to focus on the loss of the two football players? bright future -- and not on the victim?s trauma.

"What really upsets me is what the news is going to, what the internet is going to ? which is asking what the victim could have done differently," Stendal told KVAL 13 News in Eugene, Ore. "I'm upset that in our culture that is one of the first questions asked."

Stendal, a sophomore, added, "the message I hope that people can get from this video is that we need to treat one another with respect.?No matter what gender, we should be listening to each other and making sure there is consent."

Stendal, now on her Spring break, is currently applying for video internships.

North Korea to cut communication channels with South

SEOUL (Reuters) - Reclusive North Korea is to cut the last channel of communications with the South because war could break out at "any moment", it said on Wednesday, days of after warning the United States and South Korea of nuclear attack.

The move is the latest in a series of bellicose threats from North Korea in response to new U.N. sanctions imposed after its third nuclear test in February and to "hostile" military drills under way joining the United States and South Korea.

The North has already stopped responding to calls on the hotline to the U.S. military that supervises the heavily armed Demilitarized Zone (DMZ) and the Red Cross line that has been used by the governments of both sides.

"Under the situation where a war may break out at any moment, there is no need to keep north-south military communications which were laid between the militaries of both sides," the North's KCNA news agency quoted a military spokesman as saying.

"There do not exist any dialogue channel and communications means between the DPRK and the U.S. and between the north and the south."

The Pentagon condemned the latest escalation in North Korean rhetoric, with spokesman George Little calling Pyongyang's declaration "yet another provocative and unconstructive step."

The U.S. military announced on March 15 it was bolstering missile defenses in response to threats from the North, including a threat to conduct a preemptive nuclear strike against the United States.

Despite the shrill rhetoric, few believe North Korea, formally known as the Democratic People's Republic of Korea (DPRK), will risk starting a full-out war.

North and South Korea are still technically at war anyway after their 1950-53 civil conflict ended with an armistice, not a treaty, which the North says it has since torn to pieces.

The "dialogue channel" is used on a daily basis to process South Koreans who work in the Kaesong industrial project where 123 South Korean firms employ more than 50,000 North Koreans to make household goods.

About 120 South Koreans are stationed at Kaesong at any one time on average.

It is the last remaining joint project in operation between the two Koreas after South Korea cut off most aid and trade in response to Pyongyang's shooting of a South Korean tourist and the sinking of a South Korean naval vessel blamed on the North.

Kaesong is one of North Korea's few hard currency earners, producing $2 billion a year in trade with the South, and Pyongyang is unlikely to close it except as a last resort.

The South's government said it would take steps to ensure the safety of the workers at Kaesong. It did not elaborate.

Significant insights into common form of autism: Study identifies genetic connections in 15q duplication syndrome

Mar. 26, 2013 ? A new study published in the March issue of Autism Research from the University of Tennessee Health Science Center and Le Bonheur researchers is making the genetic connections between autism and Chromosome 15q Duplication Syndrome (Dup15q).

The Memphis researchers determined that the maternally derived or inherited duplication of the region inclusive of the UBE3A gene (also known as the Angelman/Prader-Willi syndrome locus) are sufficient to produce a phenotype on the autism spectrum in all ten maternal duplication subjects. The number of subjects was too small to determine if parental duplications do not cause autism. The team assembled the largest single cohort of interstitial 15q duplication subjects for phenotype/genotype analysis of the autism component of the syndrome.

Chromosome 15q Duplication Syndrome (Dup15q) results from duplications of chromosome 15q11-q13. Duplications that are maternal in origin often result in developmental problems. The larger 15q duplication syndrome, which includes individuals with idic15, manifests itself in a wide range of developmental disabilities including autism spectrum disorders; motor, cognitive and speech/language delays; and seizure disorders among others. While there is no specific treatment plan, therapies are available to address or manage symptoms.

Previous research suggests that as many as 1,000 genes may contribute to autism phenotypes, but as much as 1-3 percent of all autism spectrum disorder cases may be a result of 15q11-q13 duplication alone.

The researchers also found through EEG evaluations a pattern that looks like the type of signal you see when individuals take GABA promoting drugs (benzodiazepines). The lead researcher on this study, Lawrence T. Reiter, PhD, says this signal gives clinicians a clue about what types of anti-seizure medication may be most useful in children with 15q duplications.

Reiter says genetic testing can help families connect to resources, like the Dup15q Alliance. Reiter is an associate professor in Department of Neurology with an adjunct appointment in Pediatrics at UTHSC.

"If a pediatrician suspects autism due to hypotonia and developmental delay, I highly recommend they order an arrayCGH test. Duplication 15q is the second most common duplication in autism. The test will help families in future treatments specific to this sub-type of autism," he said.

Reiter collaborated with UTHSC and Le Bonheur Neurologist Kathryn McVicar, MD, and Geneticist Eniko K. Pivnick, MD. The study was funded by the Herbert and Mary Shainberg Neuroscience Fund. Reiter serves on the scientific advisory board for the Duplication 15q Alliance and Idic15 Canada.

(AP) ? People waiting to attend to gay marriage cases being heard by the U.S. Supreme Court have been undeterred by snow falling in the nation's capital.

More than three dozen people were waiting Monday to get tickets to the cases, which will be heard Tuesday and Wednesday. Many of them were holding umbrellas or had tarps over their belongings as snow fell, and one woman was wearing a trash bag from the waist down. People standing in line included college students, a substitute teacher and an Army veteran.

The first people got in line for the cases on Thursday, and some people are being paid to hold places for others. Lines frequently form in advance for the free tickets to high-profile arguments, but five days before a case is particularly early.

Winning $338M Powerball jackpot ticket sold in NJ

(AP) ? When Teddy Jackson heard Sunday morning that the lone winning ticket for a $338.3 million Powerball drawing was sold in New Jersey, the Toms River resident combed through his 40 tickets and hoped for the best.

About 20 minutes later, after checking each ticket at least a couple times, Jackson realized he would have to go work on Monday.

"There were a few where I had one or two numbers, but that was it," the 45-year-old electrician said Sunday. "Now, I have to watch someone else get my money, buy the powerboat I would have gotten .... it was fun to dream about those things for a few minutes while I checked everything."

Details on where and when the winning ticket was purchased and other related information were not disclosed Sunday by New Jersey Lottery officials, who also would not say if anyone claiming to hold the ticket had contacted them as of Sunday afternoon.

They said information on the ticket would be released at a news conference on Monday morning at the lottery's headquarters in Lawrenceville.

Lottery officials say it was the fourth-largest jackpot in Powerball history. The numbers drawn were 17, 29, 31, 52, 53 and Powerball 31. A lump sum payout would be $221 million.

Retailers in New Jersey said the growing jackpot had spurred a big boost in ticket sales in recent days, and many people were willing to stand in long lines to get their tickets. Staffers at some stores said Sunday that they didn't know where the winning ticket had been sold.

"We are hoping that we sold it here because that would be a blessing for one of our customers in these tough times," said a worker at a Camden area convenience store.

Lottery officials said 13 tickets worth $1 million apiece ? matching the first five numbers but missing the Powerball ? were sold in Arizona, Florida (2), Illinois, Minnesota, North Carolina, New Jersey, New York, Ohio, Pennsylvania (2), South Carolina and Virginia.

Powerball said on its website that the grand prize jackpot has now been reset to an estimated $40 million or a lump sum cash amount estimated at $25 million for Wednesday's next drawing.

No one had won the Powerball jackpot since early February, when Dave Honeywell in Virginia bought the winning ticket and elected a cash lump sum for his $217 million jackpot.

The largest Powerball jackpot ever came in at $587.5 million in November. The winning numbers were picked on two different tickets ? one by a couple in Missouri and the other by an Arizona man ? and the jackpot was split.

Nebraska still holds the record for the largest Powerball jackpot won on a single ticket ? $365 million. That jackpot was won by eight workers at a Lincoln meatpacking plant in February 2006.

Powerball is played in 42 states, Washington, D.C., and the U.S. Virgin Islands. The chance of matching all five numbers and the Powerball number is about 1 in 175 million.

Powerball said on its website that the game is played every Wednesday and Saturday night when five white balls are drawn from a drum of 59 balls and one red ball is picked from a drum with 35 red balls. It added that winners of the Powerball jackpot can elect to be paid out over 29 years at a percentage set by the game's rules ? or in a lump sum cash payment.

Posthaven Launches In Public Beta, Has Saved 850K Posts Since Posterous Announced Its Shutdown Date Of April 30th

Once we found out the date it was shutting down, then things felt real. If you were using Posterous to post pictures, video or random thoughts, you’d have to find somewhere else to put them. That somewhere else was Posthaven, set up by Posterous co-founders Garry Tan and Brett Gibson. The day that Posterous and Twitter announced the shutdown date, Posthaven jumped into action. At the time, Tan told me that the timing was completely serendipitous, as he had no insight as to when the decision would be made to shut down shop. Immediately, the service signed people up without even fully launching, even having problems handling the traffic at times. Today, Posthaven is launching its public beta and is available to anyone who would like to pay $5 a month to host their Posterous data forever. Yes, Tan and Gibson have promised to keep the service running as long as it has users. The best part about Posthaven is that you can continue to use it just like you did Posterous, so it’s not merely storing your old posts. You can keep going. Its creators are also inspired by Google Reader’s recent demise and hope to set a good example for how to continue a service for the folks who really love it. Tan and Gibson describe Posthaven as “the only safe and complete importer option available for Posterous blogs.” This makes sense because, well, Posterous’ co-founders would know the system better than anyone else. When I spoke with Tan about the public beta launch, he told me that since launching on February 15th, Posthaven has imported 850,000 posts, including photos, videos, documents and audio files. Tan promises zero corruption for the files that you’re bringing in as well, a pretty worthwhile reason to spend the $5 a month. Some of the other Posterous importing options have suffered issues like loss of original file names and even names from commenters, which Posthaven pulls in without a problem. The service is as simple as it gets right now, but Tan and Gibson are working on adding new features. Scones don't have the best reputation on this side of the Atlantic. Most of them are drier than chalk and lacking in any discernable flavor. Scones have, it seems, not traveled well. Theatre review: Palace of the End

MONTREAL ? Judith Thompson?s searing play Palace of the End has opened in Montreal, at Espace 4001, just in time for the 10th anniversary of the invasion of Iraq.

After seeing the riveting Waterworks company production of the play last weekend, I found myself standing next to former Centaur artistic director Maurice Podbrey staring at the photos in the hallway. We asked each other the same questions: ?Who was that woman?? followed by ?Who are these people??

Neither of us knew Alexandra Valassis, who had just done a magnificent job of delivering the last of the three monologues in this searing work about war-torn Iraq. The name of the theatre company (Waterworks) did not ring a bell either. Nor did that of the director, Robert Langford. The other two performers (Sarah Marchand and Michael Findlay), who had just performed this demanding work, weren?t on the radar either. But together they had kept us enthralled.

The play itself was the main attraction, of course. Since Thompson got her start in the early 1980s at (Theatre Passe Murraille and Centaur Theatre), with her unsettling The Crackwalker, she has come up with a crackling canon that includes two Governor-General?s Award winning works, White Biting Dog (1984) and The Other Side of the Dark (1989) and two Chalmers Awards winners, I Am Yours (1987) and Lion in the Streets (1991).

Palace of the End (2008) is proof that Thompson hasn?t lost her edge. It?s a fiercely written, disturbing play based on real people that deals with the moral ambiguities of the war in a manner which defies simplistic ideological answers.

The first monologue, My Pyramids, was initially read at The Wrecking Ball cabaret in Toronto and was subsequently produced at the Traverse Theatre in Scotland in 2005. The other two were added later.

My Pyramids is told from the point of view of Lynndie England, the American soldier convicted of torturing Iraqi prisoners at Abu Ghraib.

Since England, who posed with naked prisoners piled into a pyramid, was such an unsympathetic person, Thompson has her character, called Soldier, begin by reading some of the disgusting hate mail she has received since her trial. This sets us on the listening path. Marchand does the rest, introducing us to a young woman who seems terminally naive, deluded and vain ? as well as unspeakably cruel.

Her story is long and convoluted, often aimed directly at the audience, and the details are stomach-turning.

When Findlay takes over, after Marchand?s crazed intensity, he?s so low-key it almost seems like intermission. As British biologist and weapons inspector David Kelly, who apparently committed suicide in 2003 after confessing to misinforming the world about weapons of mass destruction, he pauses frequently, measuring his words.

Then Valassis makes her move, as Nehrjas Al Saffarh, a communist-affiliated activist and teacher who was tortured and raped by Saddam Hussein?s thugs (known as the Jihaz Haneen) in 1963. She begins as a gracious hostess chatting over tea, then gradually leads us into the palace that Hussein had transformed into a multi-level dungeon of bloody interrogations. But she lets it be known that she has her issues with the Americans, too. After all, one of their bombs killed her during the first Persian Gulf War. Although the radical shift backward in time is a bit confusing at first, it does widen the historical context. And Valassis gives a powerful performance so firmly anchored in a deep sense of emotional truth that it removes the option of indifference.

Director Langford, a Concordia BFA graduate who works as a software analyst, said the $6,500 budget for Palace of the End came out of his own salary.

Later, I realized that I had seen Valassis perform once before, in an Altera Vitae production of Marsha Norman?s ?Night Mother, five years ago. But really this production has landed pretty much out of the blue, like a meteorite carrying a revelation. Don?t miss it.

U.S. restarts plutonium production for space probes

CAPE CANAVERAL, Florida (Reuters) - The Department of Energy has produced its first batch of non-weapons grade plutonium, used to power space probes, since a nuclear reactor shutdown 25 years ago, NASA officials said on Monday.

The U.S. space agency turned to buying radioactive plutonium-238 from Russia after safety issues prompted the Department of Energy to close its Savannah River Site in South Carolina in the late 1980s.

The Russian supply line ended in 2010, leaving NASA with a small and aged supply of plutonium for space probes flying missions that are ill-suited for solar power.

Plutonium naturally radiates heat, which can be converted into electricity by a device called a radioisotope thermoelectric generator.

NASA has been flying nuclear-powered probes since the 1970s. Ongoing missions using such probes include the Mars rover Curiosity, the Saturn-orbiting Cassini spacecraft, Pluto-bound New Horizons and the twin Voyager probes, which are leaving the solar system.

"The new plutonium is very important to us," Jim Green, the head of NASA's planetary science division, said during a briefing at a Lunar and Planetary Science Conference in Houston.

In partnership with NASA, the Department of Energy irradiated the radioactive metal neptunium-237 with neutrons at the Oak Ridge National Laboratory in Tennessee for about a month and successfully produced a small amount plutonium.

"This is just a test," Green said, adding that a report from the Energy Department on production plans and costs should be finished before the end of the year.

NASA is looking for the department to produce about 3.3 to 4.4 pounds (1.5 to 2 kg) of plutonium-238 per year.

Newly made plutonium has the added benefit of reviving older plutonium that has decayed past the point of being viable for deep space probes.

"The new material when we add with our old plutonium, which is more than 20 years old in some cases, really allows us to get the appropriate energy density out," Green said.

NASA also has been working on a more energy efficient generator, called the Advanced Stirling Radioisotope Generator, which can produce four times more electrical power per kilogram of plutonium-238.

Green said two such flight-ready generators are on schedule for completion in 2016. Neither has yet been assigned for a specific mission.

Deepest spot on Earth a hotspot for bacteria, say scientists

At some 36,000 feet below the ocean's surface, the deepest part of the Mariana Trench hosts an oxygen-consuming community of microbes, a new study indicates.

The deepest oceanic trench on Earth is home to a surprisingly active community of bacteria, suggesting other trenches may be hotspots of microbial life, researchers say.

Life in the deep ocean often relies on?organic matter snowing down?from above. As these particles waft down, their nutrients get degraded by microbes attached to them, so only 1 to 2 percent of the organic matter produced in surface waters is expected to make it to the average ocean depth of about 12,150 feet (3,700 meters). Just how much makes it to the very deepest parts is unknown.

To learn more about life in the dirt at the ocean's depths, scientists used a submersible lander to analyze mud from the surface of Challenger Deep, the deepest spot of the?Mariana Trench?at the bottom of the central west Pacific Ocean. This 36,000-foot-deep (11,000 m) trench is the deepest known point on Earth's surface.

Natural trap

The researchers analyzed the levels of oxygen consumption within the sediments, which revealed how active the deep-sea microbes were. They discovered unexpectedly high rates of oxygen consumption from the Mariana seafloor, indicating a microbial community twice as active as that of a nearby 19,700-foot (6,000 m) site about 35 miles (60 kilometers) to the south. "In the most remote, inhospitable places, you can actually have higher activity than their surroundings," researcher Ronnie Glud, a biogeochemist at the Southern Danish University in Odense, Denmark, told OurAmazingPlanet.

Sediments from?Challenger Deep?also had significantly higher levels of microbes and organic compounds than the nearby, more elevated site. The investigators suggest the Mariana Trench acts as a natural trap for sediments from up high. Similar effects are seen in other submarine canyons.

"It acts as a trap just because it's a big hole. If you have a hole in a garden, it just fills up because things blowing over it tend to fall in, and the same is true with the seafloor," Glud said. The trench is also located in a subduction zone where one of the tectonic plates making up the surface of the Earth is diving under another, "and these areas are very unstable, and frequently see earthquakes that can trigger mudslides that transport material into the trench," he added.

Microbes, microbes everywhere

Another team of scientists recently discovered?communities of microbes thriving in the oceanic crust. That research looked at rocks up to about 1,150 to 1,900 feet (350 to 580 m) below the seafloor under about 8,500 feet (2,600 m) of water off the coast of the northwestern United States. These microbes apparently live off energy from chemical reactions between water and rock instead of nutrients snowing from above.

"You can find microbes everywhere ? they're extremely adaptable to conditions, and survive wherever they are," Glud said.

The researchers are now analyzing other trenches to see what bacterial activity is also relatively high there. They also want to learn more about the genetics of bacteria in the Mariana Trench and other trenches "to see how special these bacteria are compared to other bacteria," Glud said.

The scientists detailed their findings online March 17 in the journal Nature Geoscience.

George Osborne pledges to protect UK troops from Cyprus bank levy

Mr Osborne described the Cypriot bail-out as an "extraordinary" situation, but he pledged that British armed forces personnel and Government staff serving on the island will be protected from the bank levy.

"It?s a difficult situation for people who live in Cyprus," Mr Osborne told the BBC's Andrew Marr Show.

"For people serving in our military and our government out in Cyprus, we are going to compensate anyone affected by this bank tax - people who are doing their duty for our country in Cyprus will be protected from this Cypriot bank tax."

WASHINGTON (AP) ? The Supreme Court will struggle this week with the validity of an Arizona law that tries to keep illegal immigrants from voting by demanding all state residents show documents proving their U.S. citizenship before registering to vote in national elections.

The high court will hear arguments Monday over the legality of Arizona's voter-approved requirement that prospective voters document their U.S. citizenship in order to use a registration form produced under the federal "Motor Voter" voter registration law that doesn't require such documentation.

This case focuses on voter registration in Arizona, which has tangled frequently with the federal government over immigration issues involving the Mexican border. But it has broader implications because four other states ? Alabama, Georgia, Kansas and Tennessee ? have similar requirements, and 12 other states are contemplating similar legislation, officials say.

The Obama administration is supporting challengers to the law.

If Arizona can add citizenship requirements, then "each state could impose all manner of its own supplemental requirements beyond the federal form," Solicitor General Donald B. Verrilli Jr. said in court papers. "Those requirements could encompass voluminous documentary or informational demands, and could extend to any eligibility criteria beyond citizenship, such as age, residency, mental competence, or felony history."

A federal appeals court threw out the part of Arizona's Proposition 200 that added extra citizenship requirements for voter registration, but only after lower federal judges had approved it.

Arizona wants the justices to reinstate its requirement.

Kathy McKee, who led the push to get the proposition on the ballot, said voter fraud, including by illegal immigrants, continues to be a problem in Arizona. "For people to conclude there is no problem is just shallow logic," McKee said.

The Associated Press reported in September that officials in pivotal presidential election states had found only a fraction of the illegal voters they initially suspected had existed.

In Colorado, election officials found 141 noncitizens on the voter rolls, which was 0.004 percent of the state's nearly 3.5 million voters. Florida officials found 207, or 0.001 percent of the state's 11.4 million registered voters. In North Carolina, 79 people admitted to election officials that they weren't citizens and were removed from the rolls, along with 331 others who didn't respond to repeated inquires.

Opponents of Arizona's law see it as an attack on vulnerable voter groups such as minorities, immigrants and the elderly. They say Arizona's law makes registering more difficult, which is an opposite result from the intention of the 1993 National Voter Registration Act.

Proposition 200 "was never intended to combat voter fraud," said Democratic state Sen. Steve Gallardo of Phoenix. "It was intended to keep minorities from voting."

With the additional state documentation requirements, Arizona will cripple the effectiveness of neighborhood and community voter registration drives, advocates say. More than 28 million Americans used the federal "Motor Voter" form to register to vote in the 2008 presidential elections, according to the U.S. Election Assistance Commission.

An Arizona victory at the high court would lead to more state voting restrictions, said Elisabeth MacNamara, the national president of the League of Women Voters.

Opponents of the Arizona provision say they've counted more than 31,000 potentially legal voters in Arizona who easily could have registered before Proposition 200 but who were blocked initially by the law in the 20 months after it passed in 2004. They say about 20 percent of those thwarted were Latino.

Arizona officials say they should be able to pass laws to stop illegal immigrants and other noncitizens from getting on their voting rolls. The Arizona voting law was part of a package that also denied some government benefits to illegal immigrants and required Arizonans to show identification before voting.

The 9th U.S. Circuit Court of Appeals upheld the voter identification provision. The denial of benefits was not challenged.

Opponents "argue that Arizona should not be permitted to request evidence of citizenship when someone registers to vote, but should instead rely on the person's sworn statement that he or she is a citizen," Arizona Attorney General Thomas C. Horne said in court papers.

"The fallacy in that is that someone who is willing to vote illegally will be willing to sign a false statement. What (opponents) are urging is that there should be nothing more than an honor system to assure that registered voters are citizens. That was not acceptable to the people of Arizona."

The Arizona proposition was enacted into law with 55 percent of the vote.

This is the second voting issue the high court is tackling this session. Last month, several justices voiced deep skepticism about whether a section of the Voting Rights Act of 1965, a law that has helped millions of minorities exercise their right to vote, especially in areas of the Deep South, was still needed.

This case involves laws of more recent vintage.

The federal "Motor Voter" law, enacted in 1993 to expand voter registration, allows would-be voters to fill out a mail-in voter registration card and swear they are citizens under penalty of perjury, but it doesn't require them to show proof.

Under Proposition 200 approved in 2004, Arizona officials require an Arizona driver's license issued after 1996, a U.S. birth certificate, a passport or other similar document, or the state will reject the federal registration application form.

This requirement applies only to people who seek to register using the federal mail-in form. Arizona has its own form and an online system to register when renewing a driver's license. The court ruling did not affect proof of citizenship requirements using the state forms.

State officials say more than 90 percent of those Arizonans applying to vote using the federal form will be able to simply write down their driver's license number, and all naturalized citizens simply will be able to write down their naturalization number without needed additional documents.

Former Arizona Senate President Russell Pearce, a leading Republican proponent of Proposition 200, strongly disputed claims that Arizona doesn't have voter fraud problems. "They turn a blind eye," Pearce said of the state's election officials.

But Karen Osborne, elections director for Maricopa County, where nearly 60 percent of Arizona's voters live, said voter fraud is rare, and even rarer among illegal immigrants.

"That just does not seem to be an issue," Osborne said of the claim that illegal immigrants are voting. "They did not want to come out of the shadows. They don't want to be involved with the government."

The main legal question facing the justices is whether the federal law trumps Arizona's law. A 10-member panel of the 9th Circuit in San Francisco said it did.

The appeals court issued multiple rulings in this case, with a three-judge panel initially siding with Arizona. A second panel that included retired Supreme Court Justice Sandra Day O'Connor, who from time to time sits on appeals courts, reversed course and blocked the registration requirement. The full court then did the same, and that decision will be reviewed by the justices in Washington.

The case is 12-71, Arizona v. Inter Tribal Council of Arizona, Inc.

(AP) ? Egyptian vigilantes beat two men accused of stealing a motorized rickshaw on Sunday and then hung them by their feet while some in a watching crowd chanted "kill them!" Both men died, security officials said.

The killings come a week after the attorney general's office encouraged civilians to arrest lawbreakers and hand them over to police. They are emblematic of the chaos sweeping Egypt and a security breakdown of frightening proportions.

It was one of the most extreme cases of vigilantism in two years of sharply deteriorating security following the 2011 uprising. Gruesome photos circulated quickly on Facebook and other social media outlets, showing images taken by people in the crowd of thousands who watched and recorded the lynchings on cell phone cameras.

The killings were in the town of Samanod, about 55 miles (90 kilometers) north of Cairo in the Nile Delta province of Gharbiya.

Mamdouh al-Muneer, spokesman for the Muslim Brotherhood group in the Gharbiya governorate, told The Associated Press that the lynchings followed a spate of rapes in the area. He said there have been a number of incidents in the past several months of girls being abducted while leaving school.

"Unfortunately, the police are completely out of the picture in Gharbiya. They are not comfortable with their position, with the president or with their role after the uprising," he said.

The Brotherhood is the country's dominant political group.

Egypt is currently mired in another wave of protests, clashes and unrest that have plagued the country since the ouster of authoritarian leader Hosni Mubarak in the pro-democracy uprising two years ago.

This wave of unrest has also engulfed the nation's police force. Thousands of officers and low-ranking policemen have broken ranks, staging protests and waging strikes against what they say is the politicization of the force by President Mohammed Morsi, who came from the Muslim Brotherhood, and his interior minister.

The state-run newspaper Ahram reported on its website that the events in Samanod began when the two men were dragged in the street after being caught "red-handed" trying to steal a motorized rickshaw. Witnesses said they were also accused of kidnapping a girl inside the rickshaw, but that she escaped unharmed.

A witness said they were beaten but still alive before they were strung up from the rafters of an open-air bus station. Both were stripped down to their underwear.

Photographs from the scene show one of the bodies hanging with deep, bloody lacerations covering his back. From the front, one of the men's face is completely covered in blood. Other shots showed both hanging by their feet, bruised, cut and bleeding.

A photographer who witnessed the scene told the AP that some in the crowd threatened to kill him if he took pictures of the lynchings with his professional camera.

He said that women and children were in the crowd of about 3,000 watching the lynchings, some from their balconies overlooking the scene, and some chanted in support "kill them!"

Afterward, residents took their bodies and dumped them on the doorstep of a nearby police station, according to witnesses.

Other photographs show the men lying on the ground dead in their underwear, with ropes around their feet.

Their bodies are covered in dirt, bruises, blood and lacerations as a group of men gathered around them. One man in the angry crowd grasped a knife in one fist and another held up a bloodied wooden stick.

Security officials said some in the crowd tried to help free the two men but were pushed back by others.

The bodies were later taken to the morgue for identification, according to security officials who spoke on condition of anonymity because they were not authorized to speak to the media.

Residents also threatened to lynch another two men accused of involvement in attacks on girls.

Witnesses said they were bracing for possible blood feuds between residents of Samanod, where the attack took place, and the nearby village of Mahallahit Ziyad, where the two men killed were from.

Ahram reported that police could not reach the site of the hangings because angry microbus drivers had cut off all the major roads of the nearby city of Mahalla to protest a shortage of diesel fuel, one of Egypt's many crises. Earlier in the day, residents there also burned tires and set up roadblock along a main train track to protest the fuel shortages.

"The lack of security has created a sense of terror here," one witness said, speaking on condition of anonymity for fear of reprisal. "The entire area is shut down because of protests against the fuel shortages."

Citizens have grown bolder in taking matters into their own hands following the 2011 uprising. The country's once powerful and feared police force was left weakened after the revolt.

Thousands of policemen are now on strike to demand better working conditions and they also refuse to confront widespread protests against President Morsi's leadership.

Some of the striking police officers allege that Morsi's Muslim Brotherhood is attempting to control them. The Brotherhood denies that.

Al-Muneer, the Brotherhood spokesman in Gharbiya, accused some policemen of hoping for a collapse of security to pave the way for the old regime to return to power. That same accusation has been leveled at the police repeatedly, both in the midst of the uprising and the aftermath.

He said the Brotherhood fully rejects the killings and said citizens should have arrested the two but then handed them over to police.

The attorney general's call for citizen arrests a week ago was prompted by the police strike and deteriorating security. Opponents of his call fear that this is a prelude to the substitution of police by militias, including those belonging to other Islamist groups allied with Morsi and the Islamic fundamentalist Brotherhood.

Interior Minister Mohammed Ibrahim, who oversees the country's police, met with officers and low-ranking policemen to hear their demands on Sunday.

Two days earlier, Morsi attended traditional Islamic prayers at a Cairo-based camp for riot police. He praised the force despite public criticism over their violent response to anti-government demonstrations.

Morsi is facing an onslaught of challenges, from the police strikes to an increasing number of violent sexual attacks on women to mounting diesel shortages that have crippled daily life for millions in Egypt.

And although vigilante killings are not frequent in Egypt, there have been similar attacks in the past two years.

In 2012 in northern Sharqiya province, police said relatives of a man who was killed when muggers tried to steal his car lynched one of the thieves. They then burned his body while it hung from a light pole.

Another case that year was in the Nile Delta province of Mansoura, where relatives of a victim took justice into their own hands and lynched two suspected killers.

Anger at Morsi was on display again Sunday, when protesters took their demands to the Brotherhood's doorstep. Hundreds clashed with police who fired tear gas at the crowd outside of the Islamist group's Cairo headquarters.

The crowd was responding to an assault on journalists, who claimed they were attacked by Brotherhood members Saturday evening during coverage of a meeting.

The journalists said that after a group of activists sprayed anti-Brotherhood graffiti on the ground outside the group's Cairo headquarters, the Brotherhood guards attacked with sticks and chains.

Brotherhood spokesman Mahmoud Ghozlan said in a statement that guards outside the building were provoked and insulted by the activists and journalists.

Many of the group's offices were attacked across the country in December during violent protests over the drafting of the constitution.

Dozens of journalists rallied outside their syndicate in the capital Cairo against the incident.

Diaa Rashwan, the newly elected head of the syndicate who replaced a figure considered by most journalists as pro-Brotherhood, said he would file a lawsuit against the Brotherhood spokesman for suggesting that journalists had incited the violence.

The opposition party Al-Dustor, led by Nobel laureate Mohamed ElBaradei, blamed the Brotherhood's leadership for allegedly encouraging "militias" loyal to the group to join the fight.

There were clashes on Saturday during protests against Morsi and the Brotherhood during the president's trip to the impoverished governorate of Sohag. The presidency on Sunday denied that opposition protesters had tried to storm the hall where Morsi had been speaking, despite video that showed the attempt.
