(AP) ? So long, replacement refs. The NFL's regular crews will be back on the field starting Thursday night.

After two days of marathon negotiations ? and mounting frustration among coaches, players and fans ? the NFL and the referees' union announced at midnight Thursday that a tentative agreement had been reached to end a lockout that began in June.

Commissioner Roger Goodell, who was at the bargaining table Tuesday and Wednesday, said the regular officials would work the Browns-Ravens game at Baltimore.

The tentative eight-year deal must be ratified by 51 percent of the union's 121 members. They plan to vote Friday and Saturday in Dallas.

"Welcome back REFS," Buffalo Bills running back C.J. Spiller tweeted shortly after the news broke.

The replacements worked the first three weeks of games, triggering a wave of outrage that threatened to disrupt the rest of the season. After a missed call cost the Green Bay Packers a win on a chaotic final play at Seattle on Monday night, the two sides really got serious.

"We are glad to be getting back on the field for this week's games," referees' union president Scott Green said.

The agreement hinged on working out pension and retirement benefits for the officials, who are part-time employees of the league. The tentative pact calls for their salaries to increase from an average of $149,000 a year in 2011 to $173,000 in 2013, rising to $205,000 by 2019.

Under the proposed deal, the current defined benefit pension plan will remain in place for current officials through the 2016 season or until the official earns 20 years' service. The defined benefit plan will then be frozen.

Retirement benefits will be provided for new hires, and for all officials beginning in 2017, through a defined contribution arrangement. The annual league contribution made on behalf of each game official will begin with an average of more than $18,000 per official and increase to more than $23,000 per official in 2019.

Beginning with the 2013 season, the NFL will have the option of hiring a number of officials on a full-time basis to work year round, including on the field. The NFL will have the option to retain additional officials for training and development purposes, and may assign those additional officials to work NFL games. The number of additional officials will be determined by the NFL.

"As you know, this has to be ratified and we know very little about it, but we're excited to be back. And ready," referee Ed Hochuli told The Associated Press in a telephone interview. " And I think that's the most important message ? that we're ready."

Replacement refs aren't new to the NFL. They worked the first week of games in 2001 before a deal was reached. But those officials came from the highest level of college football; the current replacements do not. Their ability to call fast-moving NFL games drew mounting criticism through Week 3, climaxing last weekend, when ESPN analyst Jon Gruden called their work "tragic and comical."

Those comments came during "Monday Night Football," with Seattle beating Green Bay 14-12 on a desperation pass into the end zone on the final play. Packers safety M.D. Jennings had both hands on the ball in the end zone, and when he fell to the ground in a scrum, both Jennings and Seahawks receiver Golden Tate had their arms on the ball.

The closest official to the play, at the back of the end zone, signaled for the clock to stop, while another official at the sideline ran in and then signaled touchdown.

The NFL said in a statement Tuesday that the touchdown pass should not have been overturned ? but acknowledged Tate should have been called for offensive pass interference before the catch. The league also said there was no indisputable evidence to reverse the call made on the field.

That drew even louder howls of disbelief. Some coaches, including Miami's Joe Philbin and Cincinnati's Marvin Lewis, tried to restore some calm by instructing players not to speak publicly on the issue.

Fines against two coaches for incidents involving the replacements were handed out Wednesday.

New England Patriots coach Bill Belichick was docked $50,000 for trying to grab an official's arm Sunday to ask for an explanation of a call after his team lost at Baltimore. And Washington offensive coordinator Kyle Shanahan was tagged for $25,000 for what the league called "abuse of officials" in the Redskins' loss to Cincinnati on Sunday. Two other coaches, Denver's John Fox and assistant Jack Del Rio, were fined Monday for incidents involving the replacements the previous week.

"I accept the discipline and I apologize for the incident," Belichick said.

Players were in no mood for apologies from anyone.

"I'll probably get in trouble for this, but you have to have competent people," Carolina receiver Steve Smith said. "And if you're incompetent, get them out of there."

Added Rams quarterback Sam Bradford: "I just don't think it's fair to the fans, I don't think it's fair to us as players to go out there and have to deal with that week in and week out. I really hope that they're as close as they say they are."

ScienceDaily (Sep. 26, 2012) ? Male DNA is commonly found in the brains of women, most likely derived from prior pregnancy with a male fetus, according to first-of-its-kind research conducted at Fred Hutchinson Cancer Research Center. While the medical implications of male DNA and male cells in the brain are unknown, studies of other kinds of microchimerism -- the harboring of genetic material and cells that were exchanged between fetus and mother during pregnancy -- have linked the phenomenon to autoimmune diseases and cancer, sometimes for better and other times for worse.

The study findings are published Sept. 26 in PLOS ONE. Lead author William F. N. Chan, Ph.D., in the Department of Biochemistry at the University of Alberta, conducted the research while working in the Hutchinson Center laboratory of J. Lee Nelson, M.D., a member of the Center's Clinical Research Division and a leading international authority on microchimerism. Nelson is senior author on the paper.

Chan said the study is the first description of male microchimerism in the female human brain. The findings support the likelihood that fetal cells frequently cross the human blood-brain barrier and that microchimerism in the brain is relatively common. Until this study, it was not known whether these cells could cross the barrier in humans. For this research, scientists examined brain autopsy specimens from 59 women who had died between the ages of 32 and 101. Male microchimerism was detected in 63 percent of subjects, was distributed in multiple brain regions and was potentially persistent throughout the human lifespan; the oldest female in whom male fetal DNA was detected in the brain was 94.

Twenty six of the women had no neurological disease and 33 had Alzheimer's disease. The brains of women with Alzheimer's had a somewhat lower prevalence of male microchimerism, which appeared in lower concentrations in regions of the brain most affected by the disease. However, the authors noted that the small number of subjects and largely unknown pregnancy history of the women means a link between Alzheimer's disease and level of male cells of fetal origin cannot be established.

The study also does not provide an association between male microchimerism in the female brain and relative health versus disease. "Currently, the biological significance of harboring male DNA and male cells in the human brain requires further investigation," Chan said.

However, other Hutchinson Center studies of male microchimerism in women have found it to impact a woman's risk of developing some types of cancer and autoimmune disease. In some conditions, such as breast cancer, cells of fetal origin are thought to confer protection; in others, such as colon cancer, they have been associated with increased risk. Hutchinson Center studies also have linked lower risk of rheumatoid arthritis to women who previously had given birth at least once as compared to nulliparous women. Grants from the National Institutes of Health and the Canadian Institutes of Health Research funded the study, which also involved researchers from the Department of Pathology and Division of Rheumatology at the University of Washington School of Medicine.

NEW YORK (AP) ? The NFL fined New England Patriots coach Bill Belichick $50,000 and Washington Redskins assistant Kyle Shanahan $25,000 on Wednesday for their conduct toward replacement officials.

The fines come as the league and its referees' union were meeting amid reports they were close to ending the lockout of the regular officials.

Belichick grabbed an official's arm at the end of Sunday night's game after the Ravens kicked a winning field goal. Shanahan was cited by the league for "abuse of officials" in Washington's loss to Cincinnati.

"It was inappropriate for me to contact the official. I take responsibility for what happened," Belichick said in statement released by the team. " I accept the discipline and I apologize for the incident Sunday night in Baltimore."

Shanahan, the son of Redskins coach Mike Shanahan, was called for unsportsmanlike conduct for berating officials in the final seconds of the Redskins' 38-31 loss. He also confronted an official in a stadium tunnel after the game.

"Any time you do what he did you're going to get fined, and that's the nature of the game," Mike Shanahan said. "If you don't abide by the rules, you're going to pay a penalty and usually after a guy pays 25 grand, they usually learn very quickly."

Also, the NFL said Baltimore Ravens coach John Harbaugh won't be fined for making contact with a game official during Sunday's 31-30 win over New England. Ray Anderson, the NFL's vice president of football operations, said Harbaugh did not violate the rule regarding abuse of officials.

On Monday, the league fined Broncos coach John Fox $30,000 and defensive coordinator Jack Del Rio $25,000 for berating officials during a loss to Atlanta on Sept. 17.

China says first aircraft carrier entering service

BEIJING (AP) ? China formally entered its first aircraft carrier into service on Tuesday, underscoring its ambitions to be a leading Asian naval power, although the ship is not expected to carry a full complement of planes or be ready for combat for some time.

The Defense Ministry's announcement had been long expected and was not directly linked to current tensions with Japan over a disputed group of uninhabited islands in the East China Sea.

In a brief notice on its website, the ministry said the carrier's commissioning significantly boosted the navy's combat capabilities and its ability to cooperate in responding to natural disasters and other non-traditional threats.

"It has important significance in effectively safeguarding national sovereignty, security, and development benefits, and advancing world peace and common development," the statement said.

China had partly justified the launching of a carrier by pointing out that it alone among the five permanent United Nations Security Council members had no such craft. That had been particularly glaring given the constant presence in Asia of carriers operated by the U.S. Navy, which maintains 11 worldwide.

President Hu Jintao, also chairman of the commission that controls the military, presided over a ceremony Tuesday morning at the ship's home port of Dalian, along with Premier Wen Jiabao and top generals. Hu "fully affirmed" the efforts of those working on the ship and called on them to complete all remaining tasks according to the highest standard, the Defense Ministry said.

The carrier is the former Soviet navy's unfinished Varyag, which was towed from Ukraine in 1998 minus its engines, weaponry and navigation systems. Christened the Liaoning after the northeastern province surrounding Dalian, the ship began sea trials in August 2011 following years of refurbishment.

So far the trial runs of the aircraft carrier have been to test the ship's propulsion, communications and navigation systems. But launching and recovering fixed-wing aircraft at sea is a much trickier proposition. It will take years to build the proper aircraft, to train pilots to land in adverse weather on a moving deck, and to develop a proper carrier battle group.

China is developing a carrier-based fighter-bomber, the J-15, derived from Russia's Sukhoi Su-33, along with a prototype stealth carrier fighter, the J-31.

Beijing hasn't said what role it intends the carrier to fill other than helping safeguard China's coastline and sea links. The Liaoning has also been portrayed as a kind of test platform for the future development of up to five domestically built Chinese carriers.

Writing in Tuesday's China Daily newspaper, retired Rear Adm. Yang Yi said the carrier will be used to master the technology for more advanced carriers. He said it also will be used to train in how to operate such a craft in a battle group and with vessels from other nation's navies.

"While (Chinese navy) acceptance of this 'starter carrier' is the first step in a long journey, it is a journey that will take place in full view of the world, and one that will ultimately take Beijing to a new place as a great sea power," Erickson wrote on his blog.

The carrier's political importance was highlighted in Wen's remarks to the ceremony, in which he said it would "arouse national pride and patriotic passion."

"This has mighty and deep significance for the opening of a new facet in our enterprise of socialism with Chinese characteristics," he said.

Weather Channel heads to swing states for election

NEW YORK (AP) ? Snowstorms, hurricanes and tornados are what usually put The Weather Channel's news team in motion. This November it will mobilize for the election.

The network, which commissioned a study on how many people might be dissuaded from going to the polls by bad weather, said Wednesday it plans to send some of its meteorologists out into the field on Election Day to monitor the weather's impact on voting.

The study, done in August, found that 25 percent of eligible voters said bad weather would have an impact on their ability or desire to get to the polls on Nov. 6. Among people who said they were undecided between President Barack Obama and challenger Mitt Romney, 35 percent said weather might make a difference in whether they vote.

Obama's supporters should be hoping for clear skies: Twenty-eight percent of people who said they plan to vote for Obama said weather would have a significant or moderate impact on their decisions to vote, while 19 percent of Romney supporters said it would.

Paul Walsh, vice president of weather analytics for The Weather Channel, said he was surprised at the number of people who suggested rain or shine could be the deciding factor in whether they vote, particularly among the undecided voters.

"In a close election, that becomes daunting," Walsh said. "The weather can become a really pivotal thing."

The Weather Channel will base reporters in swing states on Election Day. It will decide closer to the election whether to pre-empt its regular programming, as is often done during major weather stories, said Jennifer Rigby, the network's multimedia content director.

Icy road conditions will affect potential voters more than any other condition, the survey said.

Different weather in different locales also will make a difference, as populations more accustomed to hazardous weather conditions will better be able to shake them off, Walsh said.

"If it's going to snow an inch in Buffalo, that's like a walk in the park," Walsh said. "That's not going to move the needle. But if it snows an inch in New York City, that's going to change a lot of minds."

Asked which of the two candidates they'd prefer to be stranded with in a snowstorm, 54 percent of respondents answered Obama. A majority of voters also said that Obama would be better at providing aid to a city following a hurricane.

The telephone survey was conducted by global market research company Ipsos between Aug. 21 and 24, with 1,683 registered voters participating. Its margin of error was 3 percentage points.
